In Cambodia, we work alongside rural communities to co-design and scale locally appropriate water, sanitation, hygiene (WASH), and agricultural technologies.
- Focus: Improving health, livelihoods, and climate resilience, with a strong emphasis on equitable access for women.
- Activities: Technology piloting, community capacity strengthening, and sector advocacy.
Timor-Leste — Sustainable Water & Renewable Energy
In Timor-Leste, our focus is on tackling seasonal water scarcity, poor water quality, and limited energy access.
- Focus: Co-designing and managing solar-powered systems for rural water infrastructure and agricultural machinery (like coffee processing) to boost household income.
- Activities: Strengthening the technical capacity of Timorese engineers, local technicians, and community water groups.
Vanuatu — Sanitation in Challenging Environments
Vanuatu’s remote communities face intense environmental vulnerabilities, including flooding, cyclones, and rising sea levels.
- Focus: Developing and scaling climate-resilient sanitation systems and WASH technologies engineered for high groundwater and extreme weather.
- Activities: Local engineering skills development, sector coordination, and improving technical management standards.
Your Mission — Objectives & Core Criteria
Your evaluation will look back at our three-year cycle (July 2023 – June 2026) to help us look forward.
The Goal: Provide an independent performance assessment of 13 country-level projects across Cambodia, Timor-Leste, and Vanuatu, focusing on two core criteria: Effectiveness and Impact.
- Assess Effectiveness: Measure how well EWB’s engineering programs achieved their intended short- and medium-term outcomes.
- Determine Future Impact: Evaluate the likelihood of these projects achieving long-term, sustainable outcomes.
- Review Strategy: Critically analyse EWB's current approaches and strategies to see how we can optimise for deeper impact.

- A cover letter addressing the evaluator qualifications, professional experience and key skills outlined in this Terms of Reference.
- Current CV(s).
- A brief (up to 2 pages) outline of the proposed process to complete the evaluation including:
- Proposed methodology and approach
- Timeframe
- Financial proposal in AUD, itemised with daily rate and travel costs
- Example of previous evaluation report.
